Not bad for the price. It may not be as specific as the others but it dosent cost what the others do. This will do the job for most applications

I just received this VICTOR 6238P Stroboscope, and it far exceeds my expectations. The build quality is high. This unit’s construction is very solid. The buttons are firm, and there are no, flimsy, loose or rattling parts. The chassis is made from high-impact polymer and the lamp head (with 36 LED emitters) is constructed from anodized aluminum. The glass lens over the lamp head is set into an aluminum frame that threads off and can be replaced by camera or other precision, optical, filter lenses.By the way, if the display screen looks scratched and partially delaminating — that’s the plastic film put on at the factory to protect the display during shipment. You can peel it off if you want. The display screen under the film is crystal clear. This is not a laser tachometer. It is a true stroboscope that emits flashes from the LED lamps at a rate of strobe controlled by the user / operator. The [digital] strobe adjustment options include macro (which allows one to increment or decrement the flash rate in triple digit quantities) and fine (which allows one to increment or decrement the flash rate in single digit quantities). This stroboscope is very easy to use. You do need to know the basic, observation and assessment methods for how to “read” a spinning or rotating surface via optical reflections from the strobe. I just look for reflections that appear to move in a particular direction (clockwise, for example) on the spinning object when strobed at a low flash rate. As the flash rate increases, the movement of the reflection will appear to slow. When it appears to stop moving, the reading on the display is your rpm. As you increase the flash rate of the strobe past this point, the movement of the reflection will appear to start going faster and faster in the opposite direction (counter-clockwise, for example).Testing this stroboscope on the spindle of my vertical milling machine gave accurate RPM readings. So, I will validate the accuracy in the performance of this unit. While I will have plenty of uses for this stroboscope as a tachometer, I have acquired it for use in the construction of zoetrope animations. The bright flash and finely adjustable, variable strobe goes a long way toward synchronizing zoetrope frame rates with turntable speeds.Pressing the “TEST’ button on the side of the unit will emit the strobe. You can increment (up) or decrement (down) the flash rate while holding down the “TEST” button and emitting strobe.I am not certain of the lumens outputted from the lamp head, but it is bright, and I can clearly see the strobe reflections off objects from a couple feet distance in a room filled with bright afternoon sunshine. The unit uses four AA batteries. I am using rechargeable AA batteries, and they appear to work well in the unit. The VICTOR 6238P is a winner and a keeper, for me. I highly recommend this instrument. I am really impressed with its high build quality and performance at a low, double digit price — a solid five out of five stars. The free, one-day / next-day shipping via Amazon.com was impressive also.
