top section way too small/short

The top is really weird shaped from what I'm used to. The top banding has two elastic like areas in the thicker/darker hip and the bottom one is tighter than the top band so it creates a weird bulge on my hip. Would work with looser skirts that can hid the shape it gives my hips, but wouldn't work with a bodycon or pencil skirt.
